After you look at the painting and Joey confirms that this is indeed the Countess, talk to Josie about it.

She doesn't know much about the painting, but she does say that Claude Urdin, the artist, is off preparing for tonight's showing.

Hint 3

When you ask about that, she just says "Glug glug!" Joey rightly interprets this as meaning that he's getting drunk.

And since there is apparently only one bar in the whole of New York City, you know where he is.
