The person who designed this killswitch is a World War II enthusiast.

Search Google with World War 2 and that M3 UKWB.

Those instructions are for Enigma Machine M3, a three rotor electromechanical cipher machine.

There are Enigma emulators in the Internet.

I used this: cryptii Enigma machine emulator

Remember the instructions:

• Version M3 UKWB
• Rotor II: A Ring A
• Rotor I: A Ring Q
• Rotor III: A Ring L
• Plugboard: f-z, a-i, b-d
• Killswitch: cyykc dqfmk nqtcq nctmz lzymx jag

M3 is the model and UKWB is the reflector. Put the machine to DECODE mode.

There are three rotors. Rotor 1, 2 and 3. They should be set by the roman numerals.
Then there are positions ( Each rotor position is A ) and rings.

• Rotor II: A Ring A
• Rotor I: A Ring Q
• Rotor III: A Ring L

Finally, set up the plugboard ( fz ai bd )

• Plugboard: f-z, a-i, b-d

Input the code into the ciphertext view to see it in the plaintext
