Grab the statue's arm, and use it on the piece of the yardstick that's sticking out. It won't 'lift' the rubble, but you'll get a piece of yardstick for your trouble.

It's broken; good thing we know someone who can help with that.

Now we just need to use the yardstick to fetch the backpack.
