Dooley needs a breathing device in the sewers in case someone pours bunch of water into there.

Where to start?

I think you already have scuba tank in your inventory. It just needs a mask.
There's gas mask in the shed. Talk to the gravedigger, first. Then you can take the mask.

Combine it with the scuba tank and give the scuba kit to Dooley.
