How do I get him down?

If you look at Buzz Gnome McQueen mentions that he could grab him from up on the roof

The winch system is missing a claw. Go find a replacement claw for it.

Attach it to the winch.

I can't pick Buzz up

To pick Buzz Gnome up you need to make him stay still.

Buzz is not tight

You can now pull him up with the winch.
