There is a circuit box in the utility room. You can control the heating of the rooms from there.

How to open the circuit box?

You would need a tool, not a key, but a tool. Search around.
Did you spot there's an area behind the diner.

What tool should I use?

Get the cross wrench from the old car at the back of the diner. Use it on the circuit box to open it.
If McQueen doesn't want to open it, you have to do something else to Otto, first.
