You cannot access the attraction unless you block the sandstorm.

How to block it?

The truck could be big enough to block better part of the sandstorm. Ask around to find the owner.

Who owns the truck?

Go as the customer (Vince) in the diner . It is his truck. Ask to borrow it. You need to get him a permit.
You need to visit the attraction to open this dialogue option.

I gave him the permit

Then you have the keys to his truck. Use the keys on the truck and drive it to block the sandstorm. You get into the museum.
Look at the lamp.
