You should shut down the laundry room so that Otto cannot wash his clothes.

How?

Say, if you fill a washing machine with detergent. Would it spill over?

Doesn't seem so

You have to enchance the detergent with something before it will overload the machine.

Enhance it with what?

Combine the detergent with yeast from the diner kitchen. Put the suds mix into the washing machine.

What next?

If you have messed his clothes you should get Otto back into his room.
