Luring him into another room would be a good idea.

The back room on the left side of the bodega may have something you can lure him in with.

Messing with the computer would surely draw him in - 'use' the computer by clicking its screen and selecting the three gears.

With the distraction working wonderfully, you can now open the popsicle freezer and take the arm!
