We heard whispers of a dangerous (and useful) inmate - his cell should be somewhere on this floor.

Where can I find him?

After using the laundry lift once, leave the room and enter the one across the hall. You'll need to look at the viewing window to talk to him.

What does he have to say?

Some very interesting things!
"Do you know how I can get outta here?" "How do I get to the other side of the grate?" "How do I get a copy of the master key?" "Where can I find the master key?" "Where do I get gold?"
First - find a way onto the other side of the bars. Then, make a copy of the master key. Finally, find a vehicle to exit the compound.
There is a third exit in the basement - but if you drop down there without anything to break your fall, you'll die.
You'll need to find the original, clay to make an imprint, a furnace to bake the clay, and gold to cast a copy.
A guard, 'Bladder', has it. He's on monitor duty on the third floor, and you may be able to distract him.
King Adrian's medal is made of real gold - he has a devoted guard and future-sight, though.
