How to get in?

You have to bypass the bioscanner.

Tina: Talk to the robust man drinking.
Say that Joseph knows about Tina's dad.

What to do with the pendant?

Show it to Frank (the old man at the Slum). Then you can access the hotel room where the hacker should be.
