You can ruin balloon-tech by popping it.

There are two ways to complete this puzzle. Both ways require finding something pointy.

For the first way, get the Pointy Knife. For the second way, get the Desert Thorn.

Simply use the pointy object (either the Pointy Knife or the Desert Thorn) on the Balloons, then Speak to the Dockworker, then follow it down the Hatch.
