In this case, the message tells you to look "behind the words of Burns." If you've been looking at things closely, you might have noticed a plaque close by with a quote from Robert Burns on it.

Like on the bench in the hotel courtyard, right next to the deli where you've been making all those cookies. Go down there and take a look at it.
The message you find inside the bench's little niche tells you (or rather Bridget) to get a blue bag, put 35 pounds in it, and drop it in the trash bin next to the deli. You can buy a blue bag from the souvenir stand in the train station, the thing at the bottom right that looks like an apron --
