The room is a lot safer to navigate now that the energy pellets have stopped spawning. The floor's still acid, though, so don't fall in.

What do I need to do?

The orange portal is isolated; you'll need to reach it before you can ride the platform.

How do I do that?

By shooting a blue portal somewhere you can walk through it... and then walking through it.

Tell me what to do next.

It may move slowly, but but you'll need to act fast when the platform is in position.
Shoot a portal on the wall near its stopping point, then quickly step through it when the platform stops nearby.

You can then ride it to the other side of the room where the exit elevator awaits.
