This radio is in front of the door you can open after grabbing the portal gun upgrade.

How do I grab it?

It's in a precarious spot, but that's never stopped you before. Shoot your blue portal next to the doorway, then peek through the orange one to grab it. You don't need to grab the portal gun upgrade for this, but it does remove the time pressure.

Where do I take it?

The light will turn green when the radio is taken to the platform where the upgraded portal gun was.
