How do I get inside?

You don't have to be fully inside.

What should I do, first?

Break the window left of the door.
You can now try to open the door from inside.
Use a brick you find near the chapel

Some longer object with a handle would be handy here.

What object is that?

Visit the back alley of the Herald office. To move in the city, you need a city map.

I have the umbrella

Use the umbrella through the window to open the door.
Now you just have to disable the alarm.
