If we want to see Ralf and The Bull back-to-back in badass combat, we need to unjam communications.

How do I do that?

Climb to the top of the tower - the disabled radar dish has a port that we could plug into with a computer.

Where will I find a computer?

There's no more neighbors to steal from, so we'll need to check out the inside of the tower.
The keycard-locked tower.

Where will I find a keycard?

There's no lost-and-found here, so you'll need to take a keycard from its owner.
Look for a corpse.

Where should I look?

The ladder goes up pretty high; the odds of finding an intact corpse on this tower are good! I hope!

Tell me what to do.

Climb to the part of the tower with turrets, and search the nearby corpse - you can 'examine' its wallet in your inventory for rewards.

How does that help me?

These rewards include the keycard needed to get into the building - lo and behold, on the right, a computer!
