There are actually two possible licenses to find - the one you can find is determined by the dialogue choice you made earlier.
As I mentioned earlier, hints for this game assume that you're going for 'Ending A' which requires you to be a good friend in dialogue choices - that's right, your choices DO matter!
Still, ponies are pretty lame, so just this once - I've got you covered.
