Voodoo Detective: Beneath the inscription is a series of musical notes.
The west area has five statues.
In the middle is the statue of Victor Fontule. He is holding a straw hat. You can move the arms (left and right, up or down) of the other statues.

What am I supposed to do here?

"The clock conducts a marching tune. First left, then right, it starts at noon."
It has something to do with the statues and their arms. First left arm, then the right arm. Noon is north...
