You need to oil the hinges so that they are not stuck anymore.

Use it on the attic window to open it.

The window is open but Cisco won't enter

It is too dark. You need some light.

How can I get light into the attic?

From a light switch, naturally.
The light switch to the attic is next to the attic stairs, inside.
