A dealer is willing to sell you blackthorn seeds.
But you have to become citizen of Krampus' village, first.

How can I do that?

Well, you need an official identification, of course.
There are those two clerks at Krampus' village office.

They will not give me the id

So, you say there is no legal way to obtain the id card? Was there someone suspicious who could get you official stuff?

Who should I talk to?

Talk to the sleazy elf at Krampus' village, in front of the bakery. Say that you want to be citizen of Krampus' village.
You need a photo of Cisco.
Talk to Tico, the skates elf at Santa's village. Register yourself as a member of Santa's skating club.

I have the photo

Put it into the trash bin and go visit some other place. When you get back you can pick up the id from the trash bin.

The sleazy elf wants me to steal something from Mr. Slack

I guess you don't have a choice. Enter the tailor shop and find the golden award. It is in the drawers.
You have to open the drawers in correct order so that all the other drawers are open before the you open the left top drawer.

Give the award to the sleazy elf. Pick up the id card from the trash bin. You are now a citizen.
