After you get rid of Blitz you can try to free the mandrake from the cage.

How do I get the cage down?

I think the chain is the key. It is attached to the wall inside the jail.

What should I do to the chain?

Maybe you could detach it from the wall. You just can't reach it.

How can I reach the chain?

With something long. You will find that item at some point.

When do I find the item?

There is a long pole in the workshop.

I have the pole

Use the pole to detach the chain.
Next, you should open the cage.
Use the guard's keys to open it.
