I think you are not going to get an elf to shed tears by your stories. Maybe if you would find an item that can cause tears.

Pepper spray. You get one from the guard elf, Blitz.

But you can't go and pepper spray every elf you encounter. Maybe you could apply the tear spray with another item that gets close to eyes.

Handkerchief. ( You will find a handkerchief form the tailor shop at Krampus' village. )

Now, who would need a handkerchief? Someone with a runny nose, maybe?

The baker in Santa's village has caught cold and has runny nose. Maybe he would appreciate a handkerchief.

Put the handkerchief into the mojo bag.
