Did you notice the rope made of ties has two parts? It has a loose end that is quite long.

Manny will collect the rope to his hand. You can throw the rope. But it doesn't catch the ladder.

Search through Domino's stuff in his office until you find something that will help with the rope.

Try some of the whiskey while you are at there.

Open his work desk drawer. Pick up the coral.

You have found something shaped like it could catch the bars. ( You have the green coral in your inventory. )

Use the green coral on the loose end of the rope. Then throw the rope at the ladder. You can now climb to the ladder and up to the roof.

Stealing some pigeon eggs is always a good idea.
